自2019年3月1号（抵达目的港日）起，塞内加尔当局将开始实施新的CTN/BSC规则。日前，船公司MSC已发布通知，提醒各位发货人/订舱代理必须在提单样本上提供CTN/BSC号码，发货人可通过相关网站申请CTN/BSC号码！如因号码错误、遗漏或偏差所产生的责任、风险和费用均由发货人或订舱代理承担。

ELECTRONIC CARGO TRACKING NOTE, English referred to as ECTN while Chinese commonly known as electronic cargo tracking note.
Decree of the Act, all shipments to Senegal must apply for the ECTN in advance. Otherwise, it will be deemed to violate the transport regulations of Senegal, then customs clearance could not be done successfully on the destination port. In addition, applications for goods arriving at the port of destination will result in high fines.
The original Senegal ECTN certificate (in PDF format) will be sent to the applicant. Then the electrical version will be forwarded to the consignee and the shipping company at the port of destination for customs clearance.

非洲清关CTN的作用是什么？
根据相关非洲国家港务局的要求，出往非洲的货物必须办理CTN NO.（货物跟踪号码），否则在起运港船公司无法正常出具海运提单，目的港将无法清关和提货。如果目的港客户在目的港能够无需CTN NO.清关，则需要客户在起运港出相关保函船公司签发提单。
CTN NO.主要有两个作用：一是海运去往非洲国家的货物必须提供CTN NO.（无需正本，只需号码即可）船公司才能签发提单，二是发货人要将正本CTN NO.寄送给收货人以便于清关。

针对运往塞内加尔（目的港: 达喀尔）的货物，自2019年3月1日（提单签发日）起，塞内加尔当局将开始实施新的CTN/BSC规则。
Carrier is not responsible for any error, omission or discrepancies with regard to the CTN number and the responsibility remains with shipper/booking agent.
发货人或者订舱代理必须承担所有因CTN/BSC 号码错误，遗漏或偏差所产生的责任、风险和费用。
根据塞内加尔Senegal最新法令，自2019年1月1日起，塞内加尔正式启用新版ECTN证书系统。ZKTEST再次获得塞内加尔港务局合约，继续签发ECTN证书。原比利时总代、以及新加坡二级代理、上海、杭州、宁波、天津、青岛等三级代理在2019年1月1日以后不再具备签发资质，停止签发任何塞内加尔ECTN/BESC/CTN/BSC证书。所有发货至塞内加尔达喀尔港(Dakar)或经由此港转往马里等其他目的地的货物都必须向ZKTEST申请ECTN电子货物跟踪单。如果没有申请将被视为触犯塞内加尔的条例，并在目的港受到严厉惩罚。
ECTN是英语ELECTRONIC CARGO TRACKING NOTE的简称；
BESC是法语BORDEREAU ELECTRONIQUE DE SUIVI DES CARGAISONS的简称；
CTN是英语CARGO TRACKING NOTE的简称；
BSC是法语BORDEREAU DE SUIVI DE CARGAISONS的简称；
中文翻译为电子货物跟踪单或电子货物跟踪号，ECTN、BESC、CTN、BSC都是指同一份证书。
塞内加尔ECTN认证申请流程
一，申请人提供申请表、Commercial Invoice、Sea Freight Invoive、提单；
二，我司收到后出具正式报价单；申请人安排汇款；
三，ZKTEST收到汇款后出证书草稿和ECTN NO；
四，申请人请将此ECTN号码转给目的港收货人或其清关代理，以便办理清关手续。同时申请人确认草稿，并且补齐材料；
五，ECTNNO.ORG出具证书正本。
