If so indicated in ITB Sub-clause1.1,bids are being invited for individual contracts(lots)or for any combination of contracts(packages),bidders wishing to offer any price reduction for the award of more than one contract shall specify in their price proposals the price reductions applicable to each package, or alternatively, to individual contracts within the package. Price reductions or discounts shall be submitted in accordance with ITB Sub-clause 14.4,provided the price proposals for all lots are submitted and opened at the same time .
这是在投标报价里才条款，怎么理解？
4.7 Firms shall be excluded if by an act of compliance with a decision of
the United Nations Security Council taken under Chapter VII of the Charter of the United Nations, the Borrower’s country prohibits any import of goods or contracting of works or services from that country or any payments to persons or entities in that country
这一段是在合格的投标人出现的条款..也不好理解...求助大家帮忙翻译或者理解一下..
