CHEATING! BIG FRAUD Received the sample but refused to pay the freight

The Purchase Order indicates that use UPS acct# 4EA389 for shipping to Artform address.
The Invoice indicates that the price term is EXW, which means the buyer should pay the freight.
JOSH LIVINGSTON, who promised would pay the freight, and gave the UPS account, we sent the samples but were informed later that account is invalid, could not pay the freight, UPS contact Artform and Josh, asking to pay the freight, but Josh refused. Total Amount 8826RMB.
We have to pay this instead.
Josh didn't reply any message or emails from then on.
Must be careful. this guy is a Fraud. he is not serious for business.
Just cheating for free samples.
