各位XDJM，我最近接到新客户投标合作意向，投标的骗子老外不少，我还是坚持代理购买标书，和履行投标保证金，他们回复如下，请高手讲讲如何说服他们呢？

In summary, you are asking our company to do following:
Send gas meter samples from China to our country
Make the meters to be approved by the government institute body.
Provide the bid bond, which is according to the regulation must be done by your company. In other words you are asking to wire transfer the bid bond value to your bank so that you can provide the bid bond on your name!
What will be your contribution in this business project? It looks like you want to get this project without taking a single risk? Are you willing to pay for the purchasing of the tender document I have sent you?
We worked with companies like Siemens, Airbus, Honeywell, GE, etc. Trust me we know what is common in this type of business venture and it is definitely not what you are asking for.
